The Chinese constabularies and militias all wear similar uniforms. I am not an expert on chinese uniforms, so I cannot tell which is which here.

Heck, no. I have no expertise whatsoever. However, the uniforms appear similar to the PLA example, and the trucks appear to be military, and specifically like those in this PLA convoy (in Tibet), replete with written slogans. The vast numbers of uniformed personnel appear more like a military unit than police. Don't you think this looks more like Army than police?

Poverty is worldwide, and always with us. Dangerous criminals committing capital offenses have worldwide and throughout history been predominantly men. If you have some Chinese criminal stats that differ from this fundamental truth, I would think the onus would be on you to demonstrate that China is the exception.
As to her age, it is difficult to tell from the closeup, as the top of her head is missing, ( although I'll give you that if she is still in school it must be one of those extended graduate degrees, and she is probably in her 20's).
With the Communist Government subsidizing business, that stuff at K-Mart is even cheaper.
