I got that. My point would be that they are being taxed now for what may be later. I think that is absurd.

I'm sure the tax bill is contingent upon the approval of the change in occupancy under the city's building code. If they don't get approved for the four-family building, then the tax would be $4,100 instead of $23,000.

I may be wrong about that, but this is the sense I get from reading the article.
