hehehe...well, it's a myth, if that's what you're asking. :-) However, one could say that generally it is more difficult to prove negatives without use of certain techniques...but given restrictions, you could make anything difficult. Still, in real world operations, differences such as that between inductive and deductive reasoning can play a big part in feasibility and decision-making.
