*Technically* the state permit to own a firearm is also a permit to carry it, but good luck getting a cop or judge to agree with you on that (from what I've read).
That said, there are a number of people in NY that are otherwise law-abiding that carry illegally just because of this sort of incident. No, I'm not from NY, but I have friends up there.
