Welcome to FR. Based on your crude verbage, I'd say your first step ought to be reading the posting rules.
This happened in NY. Essentially, there IS no legal gun ownership in NY. (With a few exceptions; NY has the strictest gun controls in the country.)
On top of that, full-auto weapons are hard to get legally in any state and are completely banned in NY. So, once again we have people illegally wielding weapons and disarmed people who can't protect their own lives because they can't shoot back.
Historically, CCW has prevented events like this or at least mitigated the damage that some idiot could do.

Considering what happened in DC sniper case with those descriptions, I didn't think it was a bad question. But that's just me. Didn't know the PC police now considered even asking the question to be a criminal offense.
