Liberal courts interpret the 5th Amendment protection against double jeopardy only in the context of criminal cases in the same level of court (national or state but not both). Terri's execution by George W. Greer is "civil," and therefore exempt from the 5th Amendment. All the good the "Bill of Rights" does her.

Continuing your line of thought, Theodore - Bill of Rights:

Amendment I. Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press, or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Amendment X. The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

First and foremost, the federal government's duty is to protect and defend, to promote general welfare.

And, then, we have The Declaration of Independence....
