The answer to that one is easy. It's the same reason Michael refuses all therapy for Terri.
If Terri were walking and talking then she wouldn't appear to be brain dead. And Michael couldn't starve her to death or stop her from telling the world how he viciously attempted to kill her the evening she collapsed.
