Actually, I pity the HS adminstrators/chaperones who have to deal with this. Inappropriate, but who defines this? Alot of dresses show cleavage...this shows almost everything else...so where does the line get drawn?

Technecally, everything is properly covered and this is a legal dress.

Well, when it shows what's called "undercleavage", as this dress does, I'd say the line has definitely been crossed for school-run events.
