There's something strange about that pic. It looks like the houses are sitting on some type of ledge. The bottom edge doesn't blwns with the yard, etc., at the house on the left. It just appears as if it's a lot of land and houses sitting on a ledge, which would make it more like a painting, than real homes. Maybe someone can explain.

Saquin is right. That is a sea wall. It's got a funny shape, kind of concave with a lip on the top. Suspect it's designed to deflect waves better than a simple vertical wall.
I've kayaked along that spot several times. Its just across the channel from the Boston lighthouse. FWIW - Hull is the place that has a giant wind turbine. Love to see a picture of it during/after this storm.
