Age, take a DEEP breath. Is it possible? Yes. Is it practical? I don't think so. See my previous posts. Anybody sailing across the ocean on a yacht with a dirty bomb would be DEAD from the radiation long before they reach North America. If they had enough shielding to make it, the boat would be swamped. A fishing trawler? Sorry those boats are being watched and are intercepted when they reach the 200 mile limit. There is a domestic fishing industry that needs to be protected.
Ok. Can the authorities account for EVERY eventuality? Probably not. That's why the US is taking it to the terrs in Afghanistan and Iraq and soon to Syria and Iran.

"From America's newsroom, I'm Dari Alexander. The FBI warning Boston area police to be on the lookout for four terror suspects. They got an uncorroborated tip that four Chinese nationals may have entered the U.S. from Mexico, and are headed to Boston."

At the top of the hour, mixed in with other headline news, they mentioned the dirty bomb threat in Massachusetts, 4 suspects....they didn't spend much time on it...but they did make the announcement.
At FOX website, they have the AP report regarding the threat...in part, it states:
Boston on Alert for Four Terror Suspects
A federal law enforcement official, speaking on condition of anonymity because the matter remains under investigation, told The Associated Press that the FBI's joint terrorism task force has not yet corroborated a tip that the suspects entered the United States through Mexico in recent days, possibly bound for Boston.

I'm having a hard time thinking AQ jobbed this out to some Chinese/ N. Korean loonies. Why would the perps do this, unless of course it's for money and they're not about to be homicide bombers. If they're not in it for ideological reasons, maybe they'd be more inclined to give up if the Feds are on their trail.

Economic damage would be "greater" than the loss of life. Sounds like you are correct, after reading some posts here about how simple it is to wash off.
