Well, especially with the guy on top, the writing there is in Spanish, possibly from some kind of immigration agency (but I have no way of knowing, though one of the words looks vaguely like a portion of the word "inmigracion"). The bottom line looks like "Nacio", which implies "Date of Birth" in English. That's about all I can make of it.
