Why would someone issue a threat? Did they issue a threat before 911? And why is a threat big news? If we make every threat big news all the bad guys have to do is issue threats to generate terror.

The uncorroborated plan does seem fishy; OTOH, something else might be up, altogether....and they're just not disagreeing with what the rumors are. Who knows?
