The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

WASHINGTON - A terrorist attack on a tanker loaded with liquefied natural gas could cause massive damage a third of a mile away and could send a vapor cloud billowing more than 1.5 miles, government scientists say.

With the the nation clamoring for more natural gas, policy-makers are trying to figure out how to safely import large quantities of liquefied natural gas or LNG.

S. Waziristan administrator injured in bomb blast

PESHAWAR, Dec 30: The administrator of South Waziristan, Mr Asmatullah Gandapur, was injured in an explosion apparently caused by militants, a government official said on Thursday.

Mr Gandapur was returning to Tank after inspecting the under-construction Gomal Zam Dam project when his jeep was blown up at around 5:10pm near the Dabara refugee camp by what the police said a remote-controlled bomb.

Mr Gandapur suffered minor bruises, but his driver Mirzali was seriously wounded. Mr Gandapur was treated at the Mission Hospital in Tank, said an official, adding "his condition is stable."

Mirzali underwent surgery for his arm injury. A senior government official here said the explosion was aimed to target Mr Gandapur. "It was clearly aimed at hitting him," Brig Mehmood Shah, head of security in the tribal areas, told Dawn. "It looks like the handiwork of militants."

A police official at Tank said they had evidence to prove that the explosion had been triggered through a remote-controlled device. Police were investigating the matter but suspicion immediately fell on the wanted militant Abdullah Mehsud who, in a recent interview, had asked Mujahideen to attack Pakistani security forces.

"So far, we have been on the defensive but now we are going on the offensive. I am urging our Mujahideen to attack Pakistani and American installations," Abdullah Mehsud had said in the interview with Dawn.

Saudi forces kills 10 militants

RIYADH, Dec 30: Saudi security forces killed 10 suspected Al Qaeda militants during raids and shootouts in the past two days, including a gunman who is on the kingdom's most wanted list, the Interior Ministry said on Thursday.

A ministry statement read out on state television said three militants were killed on Tuesday while police shot dead seven on Wednesday after two suicide car bombs exploded in Riyadh.

The television named nine of the militants, who included Sultan Bejaad al-Oteibi - on a list of 26 most wanted militants issued by the kingdom last year. Security forces have now killed or arrested 18 of those on the list. State television showed graphic pictures of bloodied corpses, many missing limbs and with disfigured faces. -Reuters

For what it's worth, my take on the current spate of laser strikes on incoming airliners is that they are *probably* the uncoordinated result of teens with too much time on their hands, and not enough discipline in their lives. That said, I estimate that there is a 15-20% prob that this is *could* be a part of a coordinated terrorist action by wannabe jihadis to disrupt airtrans over the holiday season.

As to those who don't believe it's a 'childs toy', the improved laser pointer I referenced in an earlier post is fully capable of accomplishing these strikes. It has a range of ~5 miles with sufficient coherency at that range to be recognizable in the cockpit. Because the beam itself is visibile (all these strikes were at night, I believe) it is not difficult to target a jet cockpit on approach from a distance, even one moving at 250-300 mph.

If any of the attacks occurred during daylight hours, or if the cockpit was truly 'illuminated' - which would indicate a military system capable of target locking, tracking and scanning - then I would be more inclined to support the conclusion that a military system is being used. The simple fact that no pilot has been seriously hurt to date argues that the technology used is not a military laser.

I know of of one big pharma industry that totally stopped their Cessna shuttles (6 times daily.) This isn't just kid stuff. Maybe we will need a spread sheet of make, model, time and location soon.

So these blasting caps have been sitting 100 yards from the ferry terminal for 20+ years and no one noticed them?

Explosives Discovery Stops Lopez Island Ferry Traffic
(Puget Sound, Seattle, WA area)

The state ferry system shut down the terminal at Lopez Island for a while Thursday afternoon while the Washington State Patrol checked out some old explosive blasting caps.

Ferry service was resuming, although cautiously, as the patrol still was bringing in some hay bales to buffer the area so they can neutralize the blasting caps.

They were discovered by a county public works crew on an access road about 100 yards from the ferry terminal.

Ferry spokeswoman Susan Harris says the blasting caps were apparently unexploded after a road project in the 1980's.

It's not immediately known how many ferry passengers have been inconvenienced, but the 5:15 p.m. sailing from Anacortes to Lopez was scheduled to take place, and officers say passengers will be able to skirt the site safely.
