Sounds to me like they just delayed the first interplanetary commercial flight by decades.
Who protects us from the bureaucrats?

No, they gave a green light to it, something that it didn't have under previous law. This was necessary legislation. XCOR is in the commercial human spaceflight business, and they lobbied heavily for this legislation.
