Mild-mannered or not, it doesn't mean that they didn't violate an ordinance requiring a permit. Now, I don't know if that's the case here, but I've seen that happen before and fall under the heading of "rioting".

Yeah, I get what you're saying, but a couple of points point in another direction: First, the charges of "ethnic intimidation," and second, the fact that those who were actually reading Bible verses got more severe charges.
