No, the shooter is Hmong, and if you read the full story you'll see he's described as speaking fluent English.

The Hmong are not Moslems. No R.O.P. angle in this story.

No language problem either. The shooter was a citizen and lived here for 20+ years. He has an assault record with the police though.
