Make sure the mouse connection to the computer is clean and tight. If it is a wireless mouse, make sure the batteries are not getting weak. My Logitech Cordless Trackman FX goes about 6 weeks on a battery. A weak battery shows up as flaky mouse button and cursor moving behavior.

I just took it apart and cleaned it out and...by gosh, it seems to be working better.
