Um......THE RECOUNT OCCURS AFTER THE RESULTS ARE CERTIFIED?
How will this matter at all since once the results are certified, they are done?

They'll take it to the courts. With Rehnquist not being able to participate, I don't want to think what a 4-4 Supreme Court would do.

It's not a hand recount. They recheck their numbers. That's what they do before they certify.
