To my ears, he's not saying "he's done". He's saying "he's gone". From the demeanor of the soldier, it is almost strikingly obvious that the insurgent either LEFT, or was already dead.

The shot he fired is done in a somewhat random fashion, almost like he's firing a parting shot or perhaps a warning shot or something.

I've seen this video several times before this and not once has it even occured to me that the soldier was even really shooting at something in particular.

Who cares whether it was "done" or "gone" or whether the terrorist was shot by our guy or not? There is nothing to be "outraged" about regardless of what happened in that alley.
