The network specifically asked for a waiver from the FCC should any groups complain en masse about the language in Saving Private Ryan (like Wildmon's group did the first time it was aired). The FCC refused to grant them any assurance that they or their affiliates would not be fined. ABC then offered, to its affiliate stations, to pay any fine that may result. Many local stations, wary that they would run into trouble when re-newing their license with complaints on record (no matter who ultimately pays the fine, the complaint stays on the station's record), opted out. Can't say I blame them.
