...snip..The first call Friday night was to one of the FBI's "overseas installations," said FBI Senior Agent Greg Stejskal of Ann Arbor.
A man, speaking in English with an accent, said there was a bomb in a mayor's office in a city hall in Michigan. In the second call more than five hours later, the apparent same caller said he had learned more details and identified Ann Arbor, Stejskal said.
"The tenor of the call was not in terms of a threat, but more in terms of a tip," said Stejskal, who was awakened by national FBI officials with the information around 2 a.m. Saturday....snip
