The Security will be of utmost precedence. I don't see
them allowing balloons or any other aircraft. Although
it would be hard to stop one from going into the air.
One could lift off from anywhere. And if it got shot
down it would just detonate the bomb.

I'd be more concerned about the balloons in the Waldorf Astoria on New Years Eve. There have been so many missed opportunities.
