Could be, but the only LNG facility extant on the Gulf is in Louisiana. It looks like it's a Shell facility, though not part of the SEPtar division.

Of course there has been speculation that an LNG tanker could make a heck of a bomb if rigged right (though I've also heard arguments it can't be done: the LNG is too cold to make an explosion.)
