WASHINGTON, Nov. 5 - American intelligence agencies have tripled their formal estimate of shoulder-fired surface-to-air missile systems believed to be at large worldwide, since determining that at least 4,000 of the weapons in Iraq's prewar arsenals cannot be accounted for, government officials said Friday.

I'm aware of that. However, I've been tracking DHS and not what NYC is doing internally separate from DHS instruction.

Kingdom Makes Remarkable Headway in Fight Against Terror: Naif
P.K. Abdul Ghafour & Essam Al-Ghalib, Arab News J
EDDAH, 11 November 2004 Saudi Arabia has made remarkable headway in its war on terrorism as it has succeeded in stripping terrorists of their capabilities to carry out major attacks, Interior Minister Prince Naif said.
The government has moved beyond reacting to the militants to stripping the terrorists of all means of carrying out criminal acts, Okaz Arabic daily quoted the minister as saying yesterday. The ministers statement came after security forces killed one suspected terrorist and arrested three others in a shootout early on Tuesday in Jeddah. The three included a foreign national.
Prince Naif said the government was successful in exposing the ideology and lies of the deviant group, a reference to sympathizers of the Al-Qaeda terror network in the Kingdom.

Osama hiding in South Waziristan: 9/11 panellist
* Says getting him would imperil Musharraf
Daily Times Monitor
Nov. 12, 2004
LAHORE: The Pentagon believes Osama Bin Laden is hiding in a mountainous region in South Waziristan near Balochistan, but it cant get to him right now, according to a member of the 9/11 Commission.
Commissioner John Lehman told Jim Mohr of the San Berdino County Sun that the Al Qaeda chief was alive and living in South Waziristan. There is an American presence in the area, but we cant just send in troops. If we did, we could have another Vietnam, and the United States cannot afford that right now, Mr Lehman said.

A Wyoming Technical Institute student charged with attempting to help terrorists in Somalia reportedly said he wished he had flown a hijacked plane during the Sept. 11 attacks, federal authorities said.
Mark Robert Walker, 19, of Rochester, N.Y., had become interested in Islam at a mosque in his hometown, said one official familiar with the case, according to the Washington Post.
"He seems like a lost guy who got obsessed with jihad," the official told the newspaper.
Federal prosecutors accuse Walker of planning to supply Ittihad al Islamiya -- which wants an Islamic government in Somalia -- with night-vision goggles and bullet-proof vests. Charging documents say he used the computer of a roommate at the Laramie school, also known as WyoTech, to make the arrangements.
Walker was arrested Saturday while crossing into El Paso, Texas, from Ciudad Juarez, Mexico, where prosecutors say he was using an Internet cafe to line up a meeting with someone known as "Khalid" at the El Paso airport Saturday afternoon, reported the Democrat and Chronicle of Rochester, N.Y.

WARNING:
Turkey Warns US It Plans To Invade Northern Iraq Shortly After Elections
ANKARA Turkey's military has begun preparing for what officials warned could result in a major invasion of neighboring Iraq.
Officials said the Turkish General Staff has drafted plans for an invasion by at least 20,000 troops into northern Iraq in early 2005. They said the General Staff has urged approval from the government of Prime Minister Recep Erdogan and discussed the proposed invasion with the United States.
"The current phase is to show the United States that we're serious," a Turkish government source said. "After the Iraqi elections in January, the Turkish military will be ready to move."
The military has called for a massive operation in northern Iraq to prevent Kurdish militias from controlling the area. The General Staff has been particularly alarmed by the reported Kurdish effort to drive out ethnic Turks from Kirkuk, the oil capital of northern Iraq and long claimed by Ankara.
Under the Turkish plan, the military would deploy at least 20,000 Turkish troops in an enclave south of the Iraqi-Turkish border. The force would focus on eliminating the Kurdish Workers Party and ensure the return of Turkmens to Kirkuk.
About 3,000 PKK fighters are said to be based in northern Iraq and have been sending insurgents and weaponry for attacks inside neighboring Turkey.
