I saw the Secretary of State in Ohio say different, that about 90 percent were counted last time round. Even so, if Bush's 137,000 regulr-ballot margin holds up. Kerry would have to win about 89 percent of the estimated 175,000 provisional ballots to close the gap. That's just plain not going to happen.
My bad, forgot to reduce the 175,000 by a ten percent rejection rate - Actually Kerry would have to win 93 percent of outstanding provisional ballots. Game over.
