Ken Blackwell said that the provisional ballots will at least split, and perhaps will favor conservatives. The Ohio Marriage Amendment was the inspiration for a large registration effort among evangelicals.

Go to Ohio's Election Site. I'm not seeing that many ballots issued. Their site says only 36K.
