Yes they will go to Kerry, but the object of the exercise is to keep the Dim margin below a certain level.

This guy is a WRITE-IN candidate from the Green Party!

Actually, it is Bush - 50.1% and Kerry - 48.7%.
The Ohio site is broken. If you go to the county detail, the votes for Cobb are all in one county, and it is the same # of votes as for Kerry. (Probably a data entry error.)
