2.4 percent is the chance of a tie 269-269

The tie is going to the House of Representatives, so it is not really a tie, but GWB win. I tend to believe that they must be illegally pocketing 2.4%.

If there is a tie, 269-269, any elector by voting for himself could become one of the three people the House of Representatives has to choose from...as long as only one of them does it. The House has to choose from the top three candidates, but what if two candidates are tied for third place?

And of course, if every elector voted for himself or herself, there would be a 538-way tie, one vote each. How would the House resolve that? Mr. Madison, you didn't provide for all the possible scenarios!
