Mine was Army (I don't suspect it makes a difference) but I don't remember the prez getting involved. Now, a lot of military docs contain the "signature" of the prez, such as, to the best of my recollection, my commissioning certificate, which of course the prez never saw, nor did the Secretary of the Army, and I believe his "signature" appeared there as well. Was the document you are referring to something that Carter actually had contact with, or was his name involved only as a formality?
I don't know what they are now, but back then:
2571: Special Radio Operator (R)
2577: Special Radio Operator (T)
2578: Electronic Warfare Operator

While evidence seems to support that Kerry received a dishonorable discharge I'm suprised there aren't boatloads of eyewitnesses coming forward stating their personal knowledge this was the case. A person doesn't receive a dishonorable discharge with hardly anyone knowing about it.
I read a long time ago that John Warner himself was discharged from the Navy for "unsuitability for service". Given what little I knew about the circumstances under which a sailor could be discharged for "unsuitable for military service" in the 1960's, I thought it ironic that such a man would become Secretary of the Navy.
Senator Warmer may not wish to turn over any rocks on Navy discharges lest his own record be revealed.
It is quite possible someone high up in the democrat party has been able to induce Senator Warner's
"amnesia" by having a copy of his private FBI file and records - perhaps Madame Hillary Rodham?
It's truly scarey because that "other half" seem to be blind to the character of their candidate. They don't care that he's a back stabbing, cowardly pretender. If Bush had angrily tossed his military citations over a fence like Kerry did the media would call him on it day in and day out; it would be a MAJOR campaign issue with more legs than a centipede.
