Neither Bush nor Kerry has the will to do what really needs to be done to win the war on terrorism. Killing Osama Bin Laden won't end the war, for there are millions of Bin Ladens waiting in the wings. The only way to win this war for good is to turn the Arab capitals into smoldering ruins.
The translator may have selected the word states to mean "nations," but it's also possible that the original word meant "states" in the US sense of the word, which is the reason the translator used this word.
UBL may be a maniac SOB killer, but he is smart. He knows how the US is divided, as does most of the world with any education whatsoever. His statement was very carefully scripted, and I doubt there were any accidental slip-ups. It seems to be the majority opinion that his remarks are encrypted signals.

I think this theory may have some merit. Initially I did think he was referring to US states but eventually dismissed that idea. But since we know that UBL speaks in code I think he could be referring to states voting for Bush.
