I predict that this UN org will start issuing decrees now that someone won the X Prize.
Until now "manned commerical space flight" was really someone renting out payload space on an existing governmental space program. Now that corporations / individuals have a self-sufficient manned space program, that cannot be permited without some level of governmental and / or UN interference.

This non-governmental organization exists to keep a book with the names and orbits of artificial satellites that the party that launched deems to tell them about. They are taking every document that even looks like a space treaty as justification for their existence. Same kind of thing is happening throughout the UN and the EU and wherever authoritarians congregate.
We must never have dealings with this NGO. Sooner or later this creeping sovereignty will have gone too far and then Attila the Hun will have a couple of busy years cleaning up the mess.
