I'm wondering if his distributor, Lionsgate, put the kabash on it - when he first mentioned a cable broadcast about two weeks ago, the word from Lionsgate (via MooreWatch) was that THEY controlled the cable rights (which would include PPV). Maybe SpongeMike Sweatpants did what he always does - shot off his big mouth without realizing didn't have the right to.
Strictly my opinion, of course -- your mileage may vary....

Think about it. If Bush were to loose, sales of F911 would go down tremendously because they're would be no reason to buy it. But if bush wins, they can peddle this for another 4 years.

When talk first started about this airing on PPV, it was in connection with something about Moore wanting the Academy Awards folks to consider it for Best Picture, not merely as a documentary.

They can't hardly claim that because it was in theaters around the country. Plus the misconceptions that supposed documentary portrays should make it fall in the category of dramatic fiction. "Stolen Honor" should be a breath of fresh air as the media goes. A chance to see things from the other side for a change.

InDemand made a wise business decision. This "docufantasy" is probably being offered at such a cost that the amount of subs ordering would not earn cable and dish companies a dime. Plus the Bandwidth is better spent offering digital sports. At present, in a very large liberal state there has not been complaints to a certain large cable company.

Moore wanting the Academy Awards folks to consider it for Best Picture, not merely as a documentaryAs I recollect, but I cannot find a link by google, the MPAA has declined Moore's submission of F911 as a documentary, since more than half of it is scripted and played by actors.
He will submit the movie in the Best Picture category.
I suggest they create a new category for all his movies (Bowling for Columbine, Roger and Me, etc.) - Imaginentary
