Kerry is scary. His language is that of one who believes that the Presidency is not a presidency but a throne. "The President didn't do this....the President didn't fund that....I will spend this....I will fund that..."
It's not surprising that he would forget that there is a Congress who decides those things...since he's never there to vote.
