Hussein had two problems: sanctions and people looking for his weapons. He needed the world on his side. He bribed Europe and Russia through high-dollar contracts to get them to side with him on sanctions. He bribed the UN to do likewise, plus not press on inspections.

Those two things explain why Hussein was willing to part with his ill-gotten wealth. It also explains why there was No Time Period Of Any Kind that would have been long enough for us to wait "until inspections played out," for the inspections were undoubtedly compromised at the source.

Fortunately for the world, Hussein didn't compromise the United States veto.
