You note some very distinct differencs -- scope, target, intended outcome. Makes sense.

On a different note, I have a question for the group. Wasn't TWA 800 heading for Paris? Has the French government said anything about or been involved in the investigation?

There were many French passengers on TWA 800, and the French Government DID make strong statements about the "downing" (for lack of a better word right now), but I don't think there was a joint investigation, even if there were talks about sending experts from the Aviation Civile to help their American counterparts.
