My personal theory is that it was a setup by the Clinton's. There were two targets on board the flight (see linked thread for details) one of which was supposed to be on Ron Browns flight but they missed him there.
There was a target drone launched to be behind the flight (see the radar tracks). If the flight's transponder was damaged (as reported by controllers) ordinance fired at the drone could have been inadvertantly targeted on the flight. Plane goes down and it looks like an accident. Clinton enemy dies and clintons go free again.

That is close to my theory as well. The FBI and NTSB get orders from the top to cover up a horrible accident. No real investigation gets done.
