Just by this statement alone is why we need the to have the investigation done prior to the election. Any contact between CBS and The Kerry campaign smacks of impropriety

will probably conclude "after the election so it won't affect what is going on CBS has left an accusation of a criminal offense committed by the President hanging out there. They have already tried to affect the election. It is there responsibility to clear the record.
They are waiting because they don't want to affect the election? They either don't want to clear the air, as stated above, or they have something on Kerry. If they have information that the Kerry campaign was involved in Rathergate, they have an obligation to let the public know before the election.
To claim that they are postponing the report until after the election so as not to affect it is an outrage.
