Well, whatever it was he didn't use it THAT much. From what I remember it was Bush who kept looking down at his 'notes' and Kerry who was talking to the camera. Kerry was also taking notes a lot when Bush was talking.
Even so, whatever it turns out to be is a clear violation. I picture a great Bush Ad starting with a kid caught cheating in an exam and then slow mo of Kerry pulling 'whatever it is' out and then the caption ends saying, "Can we trust him to be a moral leader for our nation? Character matters."

Hard to say if he used it that much. I used to teach high school and any time someone glanced down, they could read text messages on their cellphones, until I caught them at least. Very, very easy to cheat with one of those devices being behind a podium.
Does anyone have a list of all the camera angles that the pool had set up? That would settle if someone has an angle that reveals it or not.
