Is it possible for the parents to move her to a new state that would protect her?

No, he is her guardian. Her parents cannot even visit her without his permission.

They aren't even allowed to visit her most of the time. The husband has complete and total control over her and usually makes it very difficult for anyone from her family to visit.
It is my fervent prayer that there will be a very special place in hell for this man. This poor lady doesn't even get her teeth brushed thanks to him. She has NEVER been given even the most rudimentary physical therapy to prevent her muscles and joints from deteriorating and he's never allowed the family to provide therapy to see if she has any potential for rehab. Meanwhile, the husband has moved on with his life, including a girl friend and a child with her.
