John Kerry's plan to defeat terrorism is to build a stronger homeland defense. Increase spending for the first responders, firemen, policemen, etc.

Sports fans will recognize this as the "prevent defense."

Sounds like Kerry's plan is just to lay in a big stock of Campho-phenique.
