I wouldn't jump to conclusions. The guy on the left might be a Bush supporter with these people. His facial expression may be an attempt to comfort the little girl. You know how photos can capture a smile in the making, which can look like a smirk. People make all kinds of expression when trying to comfort little kids. He may be holding the sign because it was his, just like the little girl. We can get the straight story from the father, if he could be found.
