Can you explain to me why I have not seen a plane coming into Columbus, OH in the past 30 minutes? (I can look out my window any time of the night and see planes in their landing pattern.)
Any aircraft that were outside the Palmdale control area headed into it would have been dirvited by the control center that they were in to an alternate airport and grounded after landing.
Only the aircraft already in the Palmdale control area would continue to their destination and land. Once close to or in the terminal control area of the airport would regain communication with the control tower since their communication is independant and would at that point sort out any conflicts and control the landing sequence.
Without a clearance from ATC they can't release any aircraft for takeoff.
Private aircraft flying under VFR rules aren't affected unless they are IFR pilots requesting an IFR to VFR on top which would no doubt be denied.
