This has been a relatively quiet weekend. I’ve been making some changes to hopefully improve the usefulness of this summary. The latest change is incorporating more links to news articles. 9/16/04 Primary Window: We are now 44 days away from election day and if AQ is intending to attack before Nov 2, their window of opportunity is rapidly closing. If they have their ducks in a row, they could be waiting the scheduled time. However, if we've been able to disrupt planning and timing, they may become more desperate to strike before the end of the window. However, AQ has shown great discipline in attacking when it suits them and is not too constrained by actual time frames and dates.
9/16/04 A tip on about 9/8 through DHS referred to a Sept. 24 to Oct. 10 window for a potential attack in NYC using a fuel truck. I am maintaining this warning as a sub-window to the primary window.
Secondary window: (9/19/04) This window could potentially be extended to Inauguration Day in January 2005. I would consider this period a high risk for potential assassination attempts on the new administration, especially if Bush wins reelection.

9/19/04 There is still anticipation of an OBL video/audio tape to soon appear. I’ve encountered no other significant tip-offs.

N. Korea
9/19/04 Foreign diplomats were shown a hydroelectric project under construction where the alleged explosion occurred according to N. Koreans but South Korea insisted the blast took place elsewhere. However, now S. Korea is not sure there ever was an explosion and the ‘mushroom’ cloud a natural formation. Of course not wanting to be left out and potentially trying to leverage the situation, the head of the International Atomic Energy Agency said on Sunday that an explosion detected early this month in North Korea was probably not a nuclear blast but it could not be ruled out. To summarize this mess, no solid evidence, N. Koreans permit an examination where they said there was a large explosion, but observers who visited the site saw no evidence of a large explosion. This whole thing gets weirder and weirder.

Godzilla additional comments: I was able to view a single satellite photo of the site taken the Wednesday after the event. The quality was poor and scale unworkable. It would take far better photos than are on the web and a lot of historical background to confirm or deny. One peculiar thing. IF S. Korea can’t produce evidence of an explosion, why is N. Korea being so open that there was one, albeit not at the suspected site? Could it be that there was a mishap of some kind and N. Korea wanted to deflect scrutiny to a red herring while protecting the real thing, particularly after the railroad blast a few months ago.

9/17/04 I found this interpretation of Al-Zarqawi’s 9/11/04 audio tape to the Iraqis to generally support an observation that I made in the last summary - the size and scope of and observed 3-4 month cyclical pattern of major terror attacks is getting progressively smaller. The tone of the speech seems to suggest that it is intended to encourage the fighters, who have sustained great losses, and to restore their faith in the ultimate victory. Some of the expressions used by Al-Zarqawi - such as "a call for help from the deep" - may hint at the state of distress of the fighters, which prompted the speech.
Sounds like they are getting better than they are giving, if the terrorists are in a state of ‘distress’.

9/19/04 A senior leader of Hamas's military wing was killed in an Israeli missile strike on his car in the Gaza Strip on Sunday. Since the construction of the fence and agressive strikes like this against terrorist leadership, attacks and casualities against Israelies have dropped significantly.

Iran
9/19/04 Military maneuvers continue near the border of Iraq. Iran continues to dig their heels in regarding external controls to their nuclear program. They have even gone as far as calling IAEA actions as being illegal. Central to the recent concerns regarding Iran’s nuclear program is the Parchin military complex, southeast of Tehran. 9/17/04 Chechen warlord Shamil Basayev claimed responsibility on Friday for the Russian school siege in which more than 320 hostages were killed, half of them children, and threatened more attacks by any means he saw fit.

9/17/04 President Vladimir Putin said Friday the Kremlin was preparing to take preventive action against terrorists. These comments were the highest-level warning yet that Russia could take some sort of preemptive action against terror groups in the wake of this month's deadly school hostage-taking in Beslan. 9/18/04 A radical Muslim cleric, Abu Hamza Al Masri, who is wanted by the United States may be charged soon with offenses under Britain's anti-terrorism law. 9/19/04 America appears to be very focused upon the Presidential campaigns and not too focused upon domestic terrorism - at least at the MSM level. Terror seems to be that thing that happens in some other country. Eternal vigilance is the price of Freedom once again.

9/19/04 No real change in the preferred method of choice of AQ which are bombs - the bigger the better. With the exception of 9/11, car/truck bombs have been widely used. 9/11 and the recent attacks in Russia do indicate that AQ can think out of the box and adapt its tactics to the group actually carrying out the attack(s).
Also of concern are assassinations and kidnappings/hostages. Both of these actions are relatively low tech and highly possible. Our own internal wacko -the DC sniper and various other unsolved snipings show how difficult it would be to track down a determined terrorist.

I don't look for any change in the status of these locations until after the inauguration at the earliest.

9/16/04 The US on Wednesday ordered the deployment of approximately 700 members of the 82nd Airborne Division to Afghanistan in support of upcoming national elections. The unit is probably the current Division Ready Force Number one Battalion task force(DRF-1). This battalion task force is on an 18-hour 'wheels up' standby with everything necessary for combat packed up and ready to load into transport aircraft. It is anticipated that the unit will remain there until some time after October 9, national Election Day. This is definitely a move to bolster confidence in the Afghani people for the elections.
9/16/04 4 carrier groups deployed, 1 is on standby and preparing for October deployment (Abraham Lincoln), 3 back in port and 4 under going maintenance.

9/18/04 The FBI is planning to conduct a massive counter-offensive of interrogations, surveillance and possible detentions (beginning the first week of October through the elections) they hope will disrupt the terrorist plans to disrupt the US elections. Some claim that a similar effort resulted in the successful arrest of some who tried to smuggle a bomb across the border in Washington state. There are many others who would argue that the arrest was lucky. In either case an inceased presence could serve as a deterent.
