The lottery began in 1969, it ended in 1972. Look here. The prime eligibility year was at age 19. I don't believe the lottery applied to Bush, who was born in 1946.

Yes, I don't think anyone was being drafted in 1972.
Couple of things:
1. Military Regs require dates in the format dd-mmm-yy not
dd-mmmmmmmmm-yyyy ... Now since this was supposedly for his own personal files (which his son says don't exist), I guess he could type it anyway he pleases. But, it's doubtful.
2. The superscript on the ball of a selectric machine would NOT place the text above the other letters. The top of the superscript was AT the top of regular sized letters, and the bottom of the superscript was about 1/2 deep. If the superscript was placed such that it was raised above the other character in the line, the top would miss the platen altogether and simply tear the paper. Now in a font that prints on a printer, this problem doesn't exist.
