That is certainly possible. The DD214 itself is a pre-printed form, of course. The information in proportional fonts is general information that would have applied to a lot of people being processed out of the same OCS. All of the information specific to the individual is typed in the evenly spaced font.
So it is, indeed, possible that the common proportional font information was typed onto the form once using a more sophisticated machine, and this became the Master Form. Copies of this pre-typed form could then be used for each individual record.
This would make sense. In fact, it would make very little sense to forge the common proportionally typed information later, because it has nothing to do with John Kerry in particular.
