I don't believe this was ran through a copier 15 times because in the first document you can see right through the black-out. It looks like 5000 Longwood. Unless CBS did the black out at the end.
Also the signatures are not the same person without question. Not even close.

In the early 1980s I worked for a govt. contractor. At that time, IIRC, all documents had to 'survive' copying to the 6th generation, per govt regulation of the time. Thereafter, it became unreadable.
I remember we had to run a copy, then a copy of that copy, etc., to the 6th generation to verify the 6th copy readable.
Copy machines may be much better today, but 30 years ago, they were not.
