I believe the proper technical term here, psychologically speaking, is: "over-compensation." :)

Remember the old saying, "There is no limit to what you can accomplish if you don't worry about who gets the credit."? Kerry turns that on its head, just as Bill Clinton did. Both of them spend their lives claiming credit, whatever their true level of accomplishment.
