Sure can. John Kerry lied about the whole incident. Never happened.

I dunno... ever try grabbing two battery terminals with damp or moistened fingers....
It rather hurts your arms for a while.

2000 volts is the electrical potential breakpoint where
human muscle breaks, then down requiring surgical debridement
even though the muscle "looks good (but is not).
The patients are stunned, but failure to do so results
in gangrene.
Low voltages will not cause the muscle damage
but can hurt depending upon the electrical current. Above 2 volts or so, with a current source (Norton equivalent), the pH also
changes, in some cases leading to additional pain.
You dont want to know more, but could ask the Senator.

You should go out to your car and pull off a spark plug wire with your bare hand and no shoes , while its running. Tell me how it feels.

Hand crank phones put out way more then 12 volts. Even your phone lines ring signal is something like 30 volts (IIRC).
You can use an old hand crank phone to call fish (stun them). Saying 'hello fish, common up' into the phone is only for show. Pick out the nice pan fish and others will recover and swim away. Don't let the game warden see you.

The reference is to an old-fashioned hand-cranked magneto generator telephone device. Used to be very popular in sundry South American despotisms; now you can only find it used in San Francisco...

John Kerry said: "We attached telephone wires to human genitals and cranked
up the voltage" or some such.
When I heard the Kerry droning on about this...my first thought was
"why of course, it's a French thing".
I can't recall the name of the movie, but I think something like this was
Standard Operating Procedure for the French cops fighting Algerian terrorist suspects.

It's electrical current (amperes), not electrostatic potential difference (volts) that kills. What don't we know? The electrical resistivity (ohms) of the circuit. When I was in high school, I was shocked (by a teacher) with 75,000 volts. No, it didn't really hurt.

I think all of this that Kerry said was dreamed up during his long and arduous 4 month tour in Vietnam (in between his dreams about how to get purple hearts and get out, of course).

I read an article (not sure by "who") around '70 where they alledgedly called it the "Bell Telephone Hour," but used a field generator.
Probably "Rolling Stone" or the "Villiage Voice."

Depends on the current.

He watched too many hollywood movies that showed the japanese torture of Americans by using the ringing generator from the field telephones -- it could crank out almost 100 VAC!!
Only problem - ONLY the NVA and VC used that type of equipment back then - NOT us!!

I'm not suggesting anyone try this, but 15 volts won't hurt unless you put water on it or something. Could someone clear this up for me?
You can experience many thousands of volts without getting hurt. A car battery is only 12 volts, but the amps are such that you can get fried. You can also paralyze fish in a pond with a telephone generator.
