I went all throught the CD Press and couldn't find anything about a "man dressed in black carrying a backpack." I must have missed it somewhere.

That's why I put "no link provided". It's in the newspaper, a copy of it sitting in my newspaper basket here in the computer area. I could probably fax a copy to you if my fax still works. There is even a photo of the police car and a motorcycle in the paper. The Kootenai County Sheriff's Department was called and the utility was Avista.
