Be nice. No matter what...BE NICE! Until it's time to NOT be nice....IIRC, FEMA also has access to a number of portable power generators that can, by themselves power a city of up to 10,000 folks. I think there are a dozen of them scattered across the nation. Also, IIRC, the REX-84 plan calls for the country to be divided up into several military districts, each being run by a military governor.
